Ja, namelijk dat het gedoogdbeleid was ingevoerd in de verwachting dat andere landen zouden volgen.
Dat is niet gebeurd, wietbezit is altijd strafbaar geweest en alleen tijdelijk gedoogd, dus nu harder optreden.
Er veranderd totaal niets alleen de regels gaan strenger worden nageleefd.
