Russian ambassador slams MH17 claim
The Kremlin was not responsible for supplying weapons to separatist rebels accused of bringing down Malaysia Airlines flight MH17 over eastern Ukraine, Russia's ambassador to London has said.
Alexander Yakovenko said claims by Kiev and Washington that Moscow and the pro-Russia separatists were behind the downing of the plane did not "hold water".
Speaking at a news conference at the Russian embassy, he warned that any attempt by the West to impose further sanctions against Russia would be seen in Moscow as evidence of a "cover-up".
"Russia doesn't supply weapons to local de facto (separatist) authorities in eastern Ukraine. No evidence whatsoever has been presented that the Russian government has been doing this," he told reporters.
"Needless to say, we will consider any further sanctions against us and the measures of political pressure as the clear evidence that our Western partners cannot substantiate their allegations and (are) eager to engage in a cover-up of the true causes of the MH17 tragedy."

A powerful Ukrainian rebel leader has confirmed that pro-Russian separatists had an anti-aircraft missile of the type Washington says was used to shoot down Malaysia Airlines flight MH17, and it could have originated in Russia.
Alexander Khodakovsky, commander of the Vostok battalion, acknowledged for the first time since the plane was brought down last Thursday that the rebels did possess the Buk missile system and said it could have been sent back subsequently to remove proof of its presence.
Before the Malaysian plane was shot down in eastern Ukraine, rebels had boasted of obtaining the Buk missiles, which can bring down aircraft at cruising height. But since the disaster the separatists' main entity, the self-proclaimed People's Republic of Donetsk, has repeatedly denied ever having possessed such weapons.
Since the airliner crashed with the loss of all 298 on board, the most contentious issue has been who fired the missile that brought the jet down in an area where government forces are fighting pro-Russian rebels.
Khodakovsky blamed the Kiev authorities for provoking what may have been the missile strike that destroyed the doomed airliner, saying Kiev had deliberately launched air strikes in the area, knowing the missiles were in place.
"I knew that a Buk came from Luhansk. At the time I was told that a Buk from Luhansk was coming under the flag of the LNR," he said, referring to the Luhansk People's Republic, one of two rebel provinces along with Donetsk, the province where the crash took place.
"That Buk I know about. I heard about it. I think they sent it back. Because I found out about it at exactly the moment that I found out that this tragedy had taken place. They probably sent it back in order to remove proof of its presence," Khodakovsky said on Tuesday.
"The question is this: Ukraine received timely evidence that the volunteers have this technology, through the fault of Russia. It not only did nothing to protect security, but provoked the use of this type of weapon against a plane that was flying with peaceful civilians," he said.
"They knew that this Buk existed; that the Buk was heading for Snezhnoye," he said, referring to a village 10km west of the crash site. "They knew that it would be deployed there, and provoked the use of this Buk by starting an air strike on a target they didn't need, that their planes hadn't touched for a week."
He added: "Even if there was a Buk, and even if the Buk was used, Ukraine did everything to ensure that a civilian aircraft was shot down."
Washington believed that pro-Russian separatists most likely shot down the plane "by mistake", not realising it was a civilian passenger flight, US intelligence officials said.
The officials said the most plausible explanation for the destruction of the plane was that the separatists fired a Russian-made SA-11 - also known as a Buk - after mistaking the plane for another kind of aircraft.
Other separatist leaders have said they did not bring the Malaysian plane down. Russia has denied involvement.
Khodakovsky is a former head of the "Alpha" anti-terrorism unit of the security service in Donetsk, and one of the few major rebel commanders in Donetsk who actually hails from Ukraine rather than Russia.
There has been friction in the past between him and rebel leaders from outside the region, such as Igor Strelkov, the Muscovite who has declared himself commander of all rebel forces in Donetsk province.

In Oekraïne heeft premier Jatsenjoek het ontslag van zijn kabinet ingediend. Of dat gevolgen heeft voor de afhandeling van de ramp met vlucht MH17 is onduidelijk.
Volgens de premier heeft hij het ontslag van zijn regering ingediend omdat vanochtend twee partijen zijn coalitie verlieten. Daardoor kan de regering geen noodzakelijke wetten meer door het parlement krijgen. Jatsenjoek wil onder geen beding een coalitie vormen met communistische partijen.

EU Sanctions Draft Targets State-Owned Russian Banks
BRUSSELS — The European Union would target state-owned Russian banks vital to financing Moscow's faltering economy in the most serious sanctions so far over the Ukraine crisis under proposals considered by EU governments on Thursday.
Ambassadors of the 28-nation bloc met in Brussels to discuss options drafted by the executive European Commission in response to the downing of a Malaysian airliner in an area of eastern Ukraine held by Russian-backed separatists.
Decisions are likely next week at the earliest.
In one key measure, European investors would be banned from buying new debt or shares of banks owned 50 percent or more by the state. These banks raised almost half of their 15.8 billion euro ($21 billion) capital needs in EU markets last year.
"If implemented such sanctions would be a serious blow to the Russian economy, exacerbating an already very likely recession this year and sustaining an economic depression for longer," said analyst Michal Dybula of BNP Paribas.
The proposals included an arms embargo, although diplomats said it would apply to future deals and would not bar delivery of a French warship built for Russia under a 2011 contract.
The EU was also weighing restricting exports of technology for deep-sea drilling, shale and Arctic energy exploration and so-called civilian-military "dual use" items, diplomats said.
After months of hesitation, powerful EU states including Germany, Moscow's biggest trade partner, are pushing for quick action as they believe Russia has consistently failed to meet international demands to end violence in Ukraine.
The crash of Malaysia Airlines Flight MH17, which U.S. intelligence officials believe was shot down in error by the rebels with a Russian-supplied missile, has stiffened Europe's resolve, officials said. Most of the victims were Dutch.
The moves to restrict access to EU capital markets and defense and energy technology would mark the first time the Europeans have gone beyond asset freezes and visa bans to target sensitive sectors of the Russian economy.
The Commission did not propose a ban on buying Russian government bonds. However, the cost of insuring Russian sovereign debt against default rose on the news.
The largest banks with state ownership of more than 50 percent are Sberbank, VTB, Russian Agriculture Bank (Rosselkhozbank) and VEB.
"Restricting access to capital markets for Russian state-owned financial institutions would increase their cost of raising funds and constrain their ability to finance the Russian economy," the Commission's options paper said.
"It would also foster a climate of market uncertainty that is likely to affect the business environment in Russia and accelerate capital outflows," it said.
Merkel Wants Action
A spokesman for German Chancellor Angela Merkel said on Wednesday she wanted to see quick decisions, adding that EU leaders had expressed their readiness last week to hold a special summit if necessary to approve the measures.
European Commission spokesman Jonathan Todd said once member states had decided what they wanted to do, the EU executive would draw up formal legislative proposals which he expected to be adopted by governments next week.
They must also decide how long the EU will give Russia to comply with its demands before imposing the sanctions.
The proposals were designed to spread the burden among the main EU powers, affecting German technology, Britain's financial center and French defense sales. Trade data show Germany and Italy have the most to lose if the EU steps up sanctions. Austria and the Baltic states are also heavily dependent on Russian gas.
German officials told a closed-door Brussels briefing for industry representatives that Berlin favors a time limit on the new sanctions to provide an opportunity for relations to return to normal, an EU source said.
Despite German urgency, several diplomats said they believed a further ambassadorial meeting would be required next week.
Ambassadors were expected to agree on Thursday to add the names of some Russian companies accused of helping to undermine Ukraine's sovereignty to the bloc's sanctions list, using new expanded criteria.
EU foreign ministers said this week that to avoid tougher sanctions, Moscow must stop the flow of weapons across the border to Ukraine and use its influence with pro-Russian rebels in Ukraine to allow an independent investigation into the downing of Flight MH17 with the loss of 298 lives.
Despite threatening tough action since Russia's annexation of Ukraine's Crimea region in March, the EU has been divided over imposing economic sanctions on its main gas supplier.
Britain and France have clashed openly over Paris's plan to deliver the first of two Mistral helicopter carriers to Moscow.
It it remains uncertain whether EU leaders would hold an extraordinary summit to approve sanctions or whether governments could approve the decision in writing.
It may take until next week to publish a first list of people and companies targeted with asset freezes under the wider measure. Ambassadors were also working on additional measures to restrict EU trade with and investment in Crimea.
Experts said capital market sanctions could strain Russia's foreign exchange reserves over time and spark more selling.
"If the corporates and banks lose access you will have to keep an eye on the hard currency reserves, because they would have to rely on the Russian Central Bank to provide the dollars to fund their external debt," said Viktor Szabo, portfolio manager at Aberdeen Asset Management in London.
It was not a short-term problem, but more of an issue on a two to three-year horizon, he said.
Michel Danechi, portfolio manager at Swiss fund manager EI Sturdza, said he was staying away from sanctioned companies.
"[Sanctions are] an ongoing process but we can't say still that share prices of companies such as Novatek and Rosneft have fallen to bombed-out levels. People are underweight Russia but that does not mean more selling cannot happen because investor confidence is quite fragile," he said.

Onderzoek kan nu echt beginnen
Nederland krijgt inderdaad de leiding van het internationale onderzoek naar de vliegramp in Oekraïne. Dat is nu ook juridisch rond. Minister Timmermans van Buitenlandse Zaken en zijn Australische ambtgenoot Bishop hebben dat na overleg met de Oekraïense regering gezegd. Het onderzoek kan binnen enkele dagen beginnen.
Hij zei verder dat de pro-Russische opstandelingen in het gebied waar de Maleisische Boeing 777 is neergestort, bereid zijn mee te werken om de laatste menselijke resten van de rampvlucht te bergen. "Maar de afspraken blijven broos."
Volgens beide ministers blijft het de hoogste prioriteit om ook de laatste slachtoffers snel weg te halen en over te vliegen naar Nederland.
Tevredenheid
Beide bewindslieden spraken hun tevredenheid uit over de medewerking die ze hebben gekregen van de Oekraïense regering. Ook zeiden ze dat ze veel steun hebben aan de OVSE-missie die al actief is in het rampgebied. De waarnemers van de Organisatie voor Veiligheid en Samenwerking in Europa zijn zijn al veel langer in het gebied vanwege het conflict tussen Oekraïense regering en de pro-Russische rebellen.
"Ze hebben het vertrouwen gewonnen van de separatisten en daar hebben we veel aan", zei Timmermans. De OVSE zal iedereen ook de komende tijd met raad en daad bijstaan, voegde hij daaraan toe.
Timmermans en Bishop informeerden de regering in Kiev over de voortgang van hun inspanningen om een bewapende internationale missie naar de plaats te sturen waar de Boeing vandaag precies een week geleden werd neergehaald. Die is bedoeld om de rampplek te bewaken, zodat onderzoekers hun werk ongestoord kunnen doen.
Timmermans bedankte eerder vandaag de Oekraïense regering voor alle hulp. "Maar er is nog een lange weg te gaan. "We moeten er zeker van zijn dat er geen resten achterblijven", zei Timmermans.
Hij zei verder dat de pro-Russische opstandelingen in het gebied waar de Maleisische Boeing 777 is neergestort, bereid zijn mee te werken om de laatste menselijke resten van de rampvlucht te bergen. "Maar de afspraken blijven broos."

Beide bewindslieden spraken hun tevredenheid uit over de medewerking die ze hebben gekregen van de Oekraïense regering. Ook zeiden ze dat ze veel steun hebben aan de OVSE-missie die al actief is in het rampgebied. De waarnemers van de Organisatie voor Veiligheid en Samenwerking in Europa zijn zijn al veel langer in het gebied vanwege het conflict tussen Oekraïense regering en de pro-Russische rebellen.
"Ze hebben het vertrouwen gewonnen van de separatisten en daar hebben we veel aan", zei Timmermans. De OVSE zal iedereen ook de komende tijd met raad en daad bijstaan, voegde hij daaraan toe.
Timmermans en Bishop informeerden de regering in Kiev over de voortgang van hun inspanningen om een bewapende internationale missie naar de plaats te sturen waar de Boeing vandaag precies een week geleden werd neergehaald. Die is bedoeld om de rampplek te bewaken, zodat onderzoekers hun werk ongestoord kunnen doen.
Timmermans bedankte eerder vandaag de Oekraïense regering voor alle hulp. "Maar er is nog een lange weg te gaan. "We moeten er zeker van zijn dat er geen resten achterblijven", zei Timmermans.

Jullie weten dat ik vanaf het begin heel erg bezig ben geweest met de juiste informatie te vinden.
Toen er berichten kwamen dat MH17 een ander vliegpatroon had aangenomen(zo'n 200km verschil), heb ik dit direct nagekeken op flightaware.com en de plaatjes zoals onderstaande kwamen overeen met de data:
Ik was net in discussie met iemand over het vliegpatroon, die zei kijk maar de vliegroute is altijd hetzelfde geweest.
Dus ik kijk net op flightaware.com blijken alle oude vluchten ineens over Donetsk te vliegen en niet over de zee van Azov.

Het kabinet stuurt vrijdag veertig marechaussees naar de rampplek in Oekraïne. Ze gaan daar de onderzoekers te helpen bij het zoeken naar slachtoffers op de rampplek en bij te dragen aan de waarheidsvinding.
Ze zullen daarbij geen wapens dragen. Dat zei premier Mark Rutte donderdagavond.
De komende dagen gaan er in totaal 23 leden van het Nederlandse onderzoeksteam vanuit Charkov naar de rampplek.
Volgens Rutte is het voor de marechaussees niet mogelijk om bewapend hun werk te doen en zijn ze er niet om te schieten. "Ze zijn er om ondersteunend werk te verrichten", legt de premier uit.
Minister Frans Timmermans (Buitenlandse Zaken) zei eerder in de Oekraïense hoofdstad Kiev dat de seperatisten beter zullen meewerken bij het bergen van slachtoffers. "Ik heb de indruk dat het eindelijk ook tot de separatisten is doorgedrongen dat het een kwestie van medemenselijkheid is om te zorgen dat alle menselijke resten worden geborgen'', zei Timmermans.

Rutte zegt ook dat er nog tot zeker zaterdag vliegtuigen vanuit Charkov naar Eindhoven zullen vertrekken om kisten met daarin stoffelijke resten te vervoeren. Momenteel zijn er 203 lijkzakken geteld. "Dat zegt weinig over het aantal slachtoffers die zijn geborgen. Daarvoor is meer onderzoek nodig."
In totaal zijn er 298 mensen omgekomen bij de vliegramp met vlucht MH17, precies een week geleden. Daarbij waren194 Nederlandse doden te betreuren.

MUMBAI: The ministry of civil aviation's claim that there was no Air India flight near the ill-fated Malaysia Airlines Boeing 777 when it was shot down over Ukraine on Thursday appears misleading.
An Air India Dreamliner flight going from Delhi to Birmingham was in fact less than 25km away from the Malaysian aircraft, a distance covered by a Dreamliner or Boeing 777 in about 90 seconds, when the latter was hit. Because of this closeness, the Dnipropetrovsk (local Ukrainian) air traffic controller asked the AI pilots to try and establish contact with pilots of the Malaysian aircraft who had stopped responding to its calls.
Minutes before the crash caused by a missile strike, the AI pilots had also heard the controller give the Malaysian aircraft MH17 what is called "a direct routing". This permits an aircraft to fly straight, instead of tracking the regular route which is generally a zig-zag track that goes from one ground-based navigation aid or way point to another. "Direct routing saves fuel and time and is preferred by pilots. In this case, it proved fatal," said an airline source.
"The AI Dreamliner was less than 25km away from the Malaysian aircraft when the latter was hit by a missile. When the pilots learnt the cause of the crash later, they were stunned. It's like the person standing next to you has been hit by a sniper bullet," said the source.
As instructed by the controller, the AI pilots tried to contact the Boeing 777 after its transponder display went off the radar. The message they sent was: "Malaysian 17, this is Air India 113. How do you read?" There was, of course, no response.
Soon after the tragedy, the media picked up data from flightradar24, a live flight tracker website which showed the AI aircraft in the vicinity. But the next day, on Friday, the civil aviation ministry issued a statement that "there was no Air India flight near the ill-fated Malaysian plane at the time of the incident".

De Europese Unie heeft donderdag 33 namen toegevoegd aan de sanctielijst wegens betrokkenheid bij de onrust in Oost-Oekraïne.
Dat hebben de ambassadeurs van de 28 EU-lidstaten donderdag in Brussel besloten. Ook verruimden ze de criteria voor sancties, waardoor Russische oligarchen in het vizier komen.
De strafmaatregelen zijn gericht tegen vijftien personen en achtien 'entiteiten', waaronder bedrijven, uit Rusland en Oekraïne.
Zij worden bestraft omdat ze de Oekraïense soevereiniteit hebben ondermijnd door de Russische annexatie van de Krim en de rebellie in Oost-Oekraïne te bevorderen. Hun tegoeden op banken in de EU worden bevroren en ze krijgen een inreisverbod. Tot dusver stonden er 72 personen en twee bedrijven op de lijst.
Namen
De nieuwe namen worden pas vrijdagmiddag bekendgemaakt, maar Russische media zeggen dat de Tsjetsjeense president Ramzan Kadyrov erop staat. De afgelopen maanden zijn veel pro-Russische Tsjetsjenen naar Oost-Oekraïne getrokken om tegen het regeringsleger te vechten.
Ook enkele naaste medewerkers van de Russische president Vladimir Poetin worden genoemd, zoals voorzitter Nikolaj Patroesjev van de Russische Veiligheidsraad, het hoofd van de geheime dienst FSB, Aleksandr Bortnikov, en de baas van de buitenlandse inlichtingendienst SVR, Michail Fradkov.
'Trawantenlijst'
De 28 ambassadeurs besloten ook de criteria voor sancties te verruimen tot eenieder die de verantwoordelijken voor de onrust in Oost-Oekraïne financieel of materieel ondersteunt of ervan profiteert. Op deze 'trawantenlijst' kunnen ook oligarchen en naaste medewerkers rond Poetin terechtkomen.
Over EU-sancties tegen hele economische sectoren in Rusland wordt nog gesproken. Het zou daarbij gaan om een wapenembargo, financiële transacties en overdracht van technologie, met name in de energiesector, en een verbod op de verkoop van 'dual use'-producten die voor zowel civiel als militair gebruik geschikt zijn.

Alleen maar goed toch, kunnen er weer meer sancties tegen Rusland worden ingediend.
