I'm only a guest in this country, so it's not my place to criticize government policies. But such heavy-handed, disproportionate measures like closing gyms for months (even in areas of the country were there are essentially 0 new cases) really calls for civil disobedience. Who are the politicians to tell people that they can mingle in restaurants, museums, etc., but not in gyms?
Sure, the risk of smear infections is larger in gyms, but gyms can and are willing to take steps to minimize the risk: 1) Limit # of people per square meter (e.g. via requiring an apportionment), 2) enforce minimum distances, 3) provide disinfectants and require use, 4) temperature and symptom checks at entry, 5) require face covering (e.g with lightly fitting scarves), 6) do not allow at-risk populations (such as the elderly) into the gym, or have special hours for them.
